October 2009 : Clydesdale Bank
Pan-Leisure Consulting was instructed by Clydesdale Bank to prepare a Business Plan for the arena component of stadium:MK in Milton Keynes. The 4,000 capacity arena development will complement the existing stadium and new integrated hotel development on site. Extensive research was conducted into the arena market in terms of supply, planning and technical considerations in addition to research into: events; entertainment; conference/exhibitions and hospitality markets including detailed discussions with promoters and event organisers. The arena development will provide the final piece in the jigsaw of a magnificent stadium development which was one of the key reasons for Milton Keynes successful bid to be selected as a potential host city for England’s 2018 World Cup bid.
September 2009 : British Sugar Sports and Social Club
Pan-Leisure has recently completed an appraisal of the British Sports and Social Club on behalf of Intergen. The role of team was to review the facilities and trading performance of the Club and to consider alternative options for members of the Club to pursue their activities, in the event that the current premises would be required for a proposed power station development. A further stage of detailed consultation with the Club is about to commence together with a more detailed analysis of options for re-location.
August 2009 : Catterick Garrison's new leisure centre opens
“On the Ground” – The new £21m leisure centre at Catterick Garrison, North Yorkshire has now opened.
Developed in partnership by Defence Estates, North Yorkshire County Council, Pan-Leisure prepared the Feasibility Study and Business Plan that underpinned the development. The Pan-Leisure team worked closely with the project team and local community in developing a facility which catered for the needs of the nearby personnel, the Garrison community and the wider population. Located ‘outside the wire’ facilities include: a 6-lane 25m swimming pool; 2 learner pools; a 6-court sports hall; a 40-station health club; and an exercise studio as well as ‘housing’ the town’s new library.
June 2009 : Beverley
Working as part of a consortium led by GVA Grimley, Pan-Leisure has recently been commissioned to undertake a review of the leisure and tourism offer in Beverley Town Centre. This work will contribute to the preparation of a Town Plan and Investment Strategy for the town which in turn will inform the emerging East Riding Local Development Framework.
May 2009 : Resurrection Manifestations - Carlton Cinema
Pan-Leisure has prepared a Business Plan for the redevelopment of the Carlton Cinema, one of the key historical buildings in the London Borough of Islington. The rationale for the development is to provide facilities for the church activities of the Resurrection Manifestations, but also to provide facilities which take advantage of other market opportunities for which demand has been identified, which would contribute to the long term sustainability of the building. The team worked diligently to meet a revised timescale set by the client which was driven by the deadline agreed to submit the planning application.
April 2009 : Pan-Leisure win another legal planning case
Pan-Leisure was commissioned by Linden Homes to support a planning application for the development/re-development of cricket, football and linked social activities on two sites in Totton, part of the New Forest District Council.
Pan Leisure’s work included:
• Liaising with AFC Totton, Totton and Eling Cricket Club, and Totton FC in relation to: facilities required; programming; management and operation
• Review of the strategic market context
• Liaison with Sport England and National Governing Bodies
The output of this work was a comprehensive report which justified new outdoor purpose built sports facility provision enabled through residential development. Subsequent to this Pan-Leisure prepared a report as part of evidence for a Public Appeal which was held in October 2008. Eileen Hinson, a director of Pan-Leisure appeared at the Appeal as an ‘expert witness’ on behalf of Linden Homes. A decision has now been made by the Secretary of State in favour of Linden Homes – this maintains Pan-Leisure’s remarkable success rate in providing expert witness advice.
February 2009 : Carlisle Cathedral
Pan-Leisure has completed a ‘high-level’ summary appraisal of the potential heritage, culture and tourism opportunities in relation to the development of the Cathedral Precinct and its potential contribution towards the ‘Historic Quarter’. Appointed by the Carlisle Cathedral Development Trust as part of a multi-disciplinary team, the role of the Pan-Leisure team was to consider ways to optimise the heritage and property assets in the Cathedral precinct in order to secure a sustainable future linked with regeneration opportunities around the city centre.
January 2009 : Northern Ireland Tourist Board (NITB)
Pan-Leisure has been appointed as an Advisor to the NITB to provide tourism advice to major projects with a particular relevance to the Signature Project planned for the Province. Advice on the opportunity to establish an Ulster Sports Museum has been one such project and this included the views of Pan-Leisure on: the site and concept; the proposed facilities; the delivery structure and governance; and funding.
December 2008 : Blackpool's Winter Gardens & 3 Piers
Pan-Leisure Consulting has been commissioned by Leisure Parcs/Cuerden Leisure to review potential development opportunities at the Winter Gardens and 3 Piers in Blackpool. This follows on from previous work undertaken in relation of conference, hotel and mixed use leisure in the town. The two new studies reflect the commitment of the two major operators to support ReBlackpool (the town’s Regeneration Company) and the Council in driving forward the tourism offer.
December 2008 : New City Centre Pool - Bradford
Pan-Leisure Consulting as part of a multi-disciplinary team led by Drivers Jonas is preparing a Market and Financial Feasibility Study for a new city centre pool and associated leisure facilities in Bradford on behalf of the Council. The team is presently undertaking a detailed assessment of the market, assessing both current and future demand and identifying gaps in provision. Market trends across a range of sport and recreation sectors are being examined, together with a review of existing and planned relevant supply. Further primary research includes a postal questionnaire distributed to local schools, as well as a website questionnaire to assess public demand for a new facility. A wide ranging programme of meetings is also undertaken with facility operators, representatives of governing bodies of sports and other relevant stakeholders.
